Preheat the oven to 350F and line baking sheet with parchment paper. Using a skillet over medium heat, add 10 tablespoons of butter, after butter melts cook for 3 minutes until butter looks like a golden brown color.
While it is cooling off, in a different bowl whisk flour, baking soda, and baking powder together. Next when the butter is melted and cooled, add 1 3/4 cups of brown sugar and whisk it till smooth and make sure there are no lumps.
Using a small ice cream scooper, take dough and roll between your hands then coat them in the brown sugar mixture. Place sugared cookie balls on a baking sheet and bake for 12 minutes, let them cool for 5 minutes and enjoy.
